The Court of the Hague sets dates for the submission of the replication and rejoinder for the Bolivian complaint about the negotiations for a sovereign exit to the Pacific Ocean. The replication will be delivered on 21st March 2017 and the Chilean rejoinder was fixed for next year’s 21st September.
United Nations Convention on Sea Law.
On 21st September 2016, the Official Gazette published Decree No. 31, of 2016, from the Foreign Affairs Department that enacted the agreement on the application of the United Nations Convention on Sea Law of 10th December 1982, concerning the Conservation and Management of Straddling Fish Populations and of Highly Migratory Fish Populations.
Constitution of Easement for Fiscal Possession.
On 20th September 2016, the Official Gazette published Department Order No. 1, of 2016, from the National Assets Department, that provides instructions in respect of criteria and procedures to constitute easements on fiscal possession managed by the Department of National Assets.
On 8th September 2016, the Official Gazette published Law No. 20,940 from the Work and Social Security Department that modernizes the Labor Relations System. As stipulated by Transitory Article 1, said law will be in force on 1st April 2017.
Improvement of the Competition Defense System.
On 30th August 2016, the Official Gazette published Law No. 20,945, from the Economy, Development and Tourism Department, that improves the Competition Defense System. This rule introduces a set of modifications to Decree Law No. 211 on Competition, to Law No. 19,496 that establishes rules on the consumers’ rights protection and to the Organic Code of Courts in order to adequate the ruling in force to the prevention and sanction of anti-competitive practices.
Entry into Force of the Apostille Convention.
On 24th March 2016, the Official Gazette published Decree No. 228, of 2015, from the Foreign Affairs Department which enacts the Convention that removes the requirement for foreign public documents, known as “The Hague Apostille Convention” which became effective on 30th August 2016. For its application, on 2nd January 2011, the Official Gazette published Law No. 20,711, and on 28th November 2015, Decree Law No. 81, of 2015.
